I read in an article Terra.es ( http://www.terra.es/tecnologia/articulo/html/tec17255.htm ) that the U.S. State Department has created a blog, they have called DipNote, something like "diplomatic communication" as explained in your first post. Through this blog are intended to establish a public dialogue about the U.S. foreign policy that much and therefore affects the entire world. Approaching the work and the people of this Department, as well as their jargon and so on.
looks interesting, but I wish they would also serve to also listen to people around the world now through the blog, expressed their views, probably often critical, and why not? perhaps constructive.
